Create a RL-1 XML file with an invalid transmitter number.

1. In the 'Transmitter number' field, enter a valid transmitter number (format should be NP followed by 6 digits).
2. Fill out all other required fields.
3. Click on the "Load T4A" button.
4. Click on the "Create XML" button.
